This list is for your convenience so that you don't create a character and have a certain celebrity in mind to play them, only to get attached and then be disappointed when you find out someone is already using them.
Though all the celebrities listed here are in use in the game, not all of them are being played. If there is a celebrity you would like to use for your character and that celebrity is being used for an NPC (non-played character), you may request permission from the owners to use that celebrity.
In that case, the owners will check with any and all players the change might affect, and if everyone agrees then you may use that celebrity. But for the most part the list does represent celebrities that are off-limits to other players.
